I think Reagonomics is a counter-example. It was an effort to lessen the size and role of the federal government and create new investment opporotunities to spur job and wealth creation. Since the federal government has been one of the largest perpetuators of managed poverty since the Great Society, and since investment leads to new businesses and growth of existing bizs... hence new jobs... both can be attributed to caring about the poor.
Of course reasonable people can disagree but to say that conservatives are acting in bad faith is just a tad intolerant, don'tya think?

Now really, when did a conservative ever actually care about "poverty ended?" Surely you've just run out of two-word phrases. But keep trying!
I'm curious as to why you would think a conservatitve wouldn't care about poverty?
